M. Kania - The cooperation between cities and regions in the relations between the European Union and Latin America: The URB AL programme (1996-2013)

23.03.2020
The cooperation between the European and Latin American cities and regions goes back to the post-war period and the development of the so-called city twinning. The first initiatives, however, took place outside the European Communities. In 1994, the EU released its first Latin America strategy in which it presented a model for regional integration where the cultural ties and political proximity shaped the inter-continental relations. Complementary to a spectrum of cooperation instruments at the governmental level, the EU and Latin American countries (LAC) launched the URB-AL, a horizontal program of decentralized cooperation addressed to towns, regions and other local actors both from the European Communities and the Latin American countries. The analysis provides an overview of the initiatives undertaken by the EU- and LA-based cities and regions, supported by the EU financial instruments.

A. Mazurkiewicz - Soldier’s Identity: A Warrior and a Peacekeeper

17.02.2020
The traditional understanding of soldier's identity is based on two main conceptualisations: a warrior and a peacekeeper. Both of them are closely linked to the context and type of tasks performed by the armed forces – the involvement in warfare and the participation in peacekeeping missions respectively. However, in today's complex and dynamic security environment, and given the internal diversity of the armed forces, this division is no longer sufficient. This analysis is the first part of the discussion on the conceptualisation of military identity and focuses on its two more traditional forms: warrior and peacekeeper. The components of these two conceptualisations constitute the foundation for a variety of more nuanced contemporary forms of military identity.

J. Niemiec - Problems of the ruling coalition in Finland

08.01.2020
In early December 2019, Finnish Prime Minister Antti Rinne, who headed the center-left coalition of five political parties, stepped down. The reason for his resignation was a strike of employees of the state-owned postal services company Posti which lasted over two weeks. Despite reaching a compromise between the protesting trade unionists and the Posti Executive Board, Prime Minister Rinne, in common opinion, was inefficient in managing the crisis, thereby losing confidence from his coalition partners. Sanna Marin became his successor; at the time of swearing-in, she was the youngest head of government in the world.
