Jeśli podział ten faktycznie zostanie utrzymany będzie to oznaczało wygaszenie ostrej fazy konfliktu i jego przejście w stan „zamrożenia”. Jak się zdaje taki jest cel działań Rosji. Jednocześnie jednak, główne siły zewnętrzne zainteresowane sytuacją w Syrii, takie jak Turcja, Iran, Izrael czy USA mają swoje odrębne interesy, które mogą stać w sprzeczności z rosyjskimi. Niniejszy artykuł próbuje wyjaśnić strukturę konfliktu w jego obecnej fazie, opisując główne interesy i dążenia głównych aktorów wewnętrznych oraz zewnętrznych związanych z konfliktem, ze szczególnym uwzględnieniem pozycji Rosji.

A crime information cell in the EU’s military operation in the Mediterranean Sea

On 14 May 2018 the Council of the European Union adopted a decision on establishing a crime information cell within the EUNAVFOR MED military operation (code-named Sophia) launched in 2015 in the central part of the Mediterranean Sea. This decision adds a new, intelligence-driven, element into the EU’s maritime operations aiming at enhancing criminal prevention and investigation with regard to illegal activities developed in that area of the Mediterranean Sea, particularly human smuggling and trafficking in illicit goods. It proves a constant approximation between the military dimension of the EU’s security policy and the civilian aspects of internal security and border protection. It shows clearly that the EU’s activities in the central Mediterranean have departed from search-and-rescue missions towards law-enforcement operations based on intelligence-led policing.

Between Khartoum and Darfur. Modest steps towards peace in light of unresolved issues

More than a decade after the outbreak of conflict in Darfur, the international community became interested in this issue again. On June 30, 2018 a renewed mandate of Africa Union/United Nations Mission in Darfur (UNAMID), adopted in Security Council Resolution 2363 (2017), will expire. The resolution provided a ground for the unprecedented drawdown of UNAMID’s military personnel. In early May 2018, a delegation of high-ranked diplomats from the African Union, followed by ambassadors from the United Nations Security Council members, visited Darfur to assess the security and development situation in region.

The use of the term “power” with regard to a desert country, whose territorry is slightly larger than two-thirds of the Lesser Poland voivodeship and which has had an anachronistic form of political regime, seems really unreasonable or at least inadequate. Taking a closer look at this contemporary incarnation of the ancient polis, Qatar can be seen as an actor which has been growing in strength when it comes to its place in the international arena. Its ambitious plans go far beyond simple survival. Big natural limitations, which might seem to be the biggest obstacle in the path of building its strength, actually have become important advantages of Qatar’s Al Thani dynasty on its way to modernization of the country and acquirement of the status of a pocket-size power.

The proposals of the Council of the European Union regarding the establishment of a multilateral investment court

The first quarter of 2018 brought interesting decisions of the European Court of Justice and proposals of the European Commission regarding the relationship between international arbitration and European law. From the point of view of the economic security of EU Member States, the Commission's efforts and the ruling of the ECJ in the Achmea case (C-284/16) open a new chapter in regulating relations between Member States in the area of investment protection, but also concern the protection from investors trying to maximize rent-seeking in countries unprepared for aggressive activities of private entities.
