O. Manachynskyi - The use of OSINT for verifying violations of international humanitarian law during the war in Ukraine
The International Criminal Court (ICC) issued an arrest warrant for the Russian President, Vladimir Putin, and for Maria Lvova-Belova, Children's Rights Commissioner, on suspicion of war crimes, in particular the forced deportation of Ukrainian children to Russia. Open-source intelligence (OSINT) plays a key role in the ICC's investigations into war crimes in Ukraine. OSINT methods are used to find and verify information on the system of relocation and re-education of Ukrainian children in Russia. Social media platforms, press releases, reports from human rights organizations and public mapping services are used, among others, for this purpose.... »

J. Grabowska - The organization and its participants as factors shaping the organizational culture of Polish secret services
This analysis is the second part of a study on the organizational culture of the Polish secret services published in the series "KBN Analyses". According to the classification adopted by the author, this culture is shaped in its simplest form by three elements: environment, organization and participants. Having discussed the first one, it is time for taking up the other two elements. Participants and the structure within which they operate are key factors concerning the existence and functioning of any organization (Polish secret services in this case). As it was pointed out in the first part of the analysis, organizational culture is an element which can deepen the understanding of the activities and role of intelligence services in the state. Therefore, the intention of the author of this publication is to follow up to the discussion on the current shape of this culture within Poland’s secret services. This analysis adopts the sociological approach and the perspective of organizational anthropology in research on the security institutions of the People's Republic of Poland.... »

M. Kolaszyński, D. Stolicki - Regulatory capture of intelligence oversight committee in Poland
Specialized parliamentary intelligence oversight committees are one of the classic forms of intelligence oversight, yet they are frequently regarded as inadequate. Many reasons have been proposed, such as a claim that legislators neglect oversight because of lack of sustained electoral pressure or that political alignment between the executive and the legislative majority dampens the oversight zeal. We propose to develop another hypothesis – one of regulatory capture. Oversight committee members, drawn into the secret world of intelligence and dealing regularly with its concerns, adopt the perspective of the agencies they are supposed to oversee. We expect that all three conditions resulting from regulatory capture will exist in this case: first: asymmetric interest; second; information asymmetry, and third: the identification mechanism. In the present analysis, we focus on the Polish case as a proof of concept, although the method described can be applied to any country.... »

A. Tyszkiewicz - Proposals by Volodymyr Zelensky and Xi Jinping – A faint chance for peace
The Ukrainian and Chinese proposals for a peaceful solution to the conflict in Ukraine announced formally between November 2022 and March 2023 differ in terms of motivations and fundamental goals. For Kiev, the most important condition is the restoration of full territorial integrity, the effective recognition and application of the primacy of the UN principles, and holding accountable and punishing the Russian Federation for unleashing the devastating and bloody war. In its efforts, China has aimed at strengthening further its position in the relations with the Western countries and using the Ukrainian crisis in the rivalry with the USA. Beijing’s ultimate goal is a Sinocentric redefinition of the international order and China’s global leadership.... »

M. Czajkowski - The European Military Space Capabilities – A Strategic Assessment
In the last three decades, it has become obvious that space systems belonging to the militaries and intelligence agencies play an increasingly prominent role in all aspects of modern warfare. From communications to positioning to surveillance missions, satellite-derived services significantly increase the effectiveness of every kind of military operation. In this analysis we will first describe the European space systems and their capabilities suitable for military purposes. Next, we will try to assess the strategic relevance of these systems, bearing in mind the European security environment. And finally, we will provide our assessment of the future of the European space architecture against the backdrop of recent and prospective changes in space security.... »
