The need to introduce insurance in connection with the national security system has become essential due to the increasing number and frequency of natural hazards. This text explains, inter alia, the functions of insurance along with the justification for the need for statutory insurance obligation. It also indicates directions and substantive principles of lawmaking in this respect.
