A draft National Energy and Climate Plan until 2030 (NECP) was published on February 29, 2024, with the aim of updating the original document of 2019. Taking into account political changes in Poland, it is worth making a few remarks and comments in this regard.
Generally, one needs to deliberate whether the assumptions of the updated NECP are different from the 2019 version in the context of Poland's energy security? It cannot be forgotten that the Tusk government, appointed in December 2023, fundamentally differs in many political, economic and social issues from the Morawiecki government (2017-2023). Does this also concern energy security? Regardless of the political circumstances in Poland, the NECP should be revised due to, among others, the dynamic and significant political and economic changes in Poland following the war in Ukraine. The currently binding NECP was adopted in 2019, so the goals and assumptions may differ from the current possibilities of their implementation.
