Contrary to popular belief, the effectiveness and usefulness of the state's intelligence apparatus is not determined solely by efficiency and dedication of individual intelligence services, called "special services" in Poland. A properly shaped system for managing the entire intelligence apparatus, planning and coordinating its efforts, and organizing the flow of acquired information in a way that guarantees their effective use in the process of managing state security is of key importance. Their work may be completely wasted without a properly formed system of oversight and coordination of intelligence services on the strategic level.

Contrary to popular belief, the effectiveness and usefulness of the state's intelligence apparatus is not determined solely by efficiency and dedication of individual intelligence services, called "special services" in Poland. A properly shaped system for managing the entire intelligence apparatus, planning and coordinating its efforts, and organizing the flow of acquired information in a way that guarantees their effective use in the process of managing state security is of key importance. Their work may be completely wasted without a properly formed system of oversight and coordination of intelligence services on the strategic level.
The purpose of this analysis is to raise awareness of the essence, role and position of the intelligence system in the structures of the state’s security system and the importance of the supervisory and coordinating body in the form of an Office of the Minister for Intelligence Services. Above all, however, the intention is to propose an innovative management model for the community of intelligence services in Poland, which is a response to many years of neglect and deep shortcomings in this area.
