M. Kolaszyński - Two worlds? Democratic principles and the reality of intelligence activities

01.03.2021
Can democracy afford effective intelligence services without violating the norms, procedures, and institutions of democracy itself? The answer to this question is not evident at all. The principles of liberal democracy often stand in opposition to the modi operandi of intelligence services. There are so many examples of that rule, and many of them can be found in consolidated and unconsolidated democracies. On the one hand, intelligence agencies (special or security services) have destructive potential for the political system. On the other hand, they are necessary to cope with threats to national security that affect democratic states.

M. Kania - The conflict in Ethiopia: Civil war outside the global lens

20.12.2020
November 2020 marks the beginning of a military conflict between the Ethiopian government and the northern region of Tigray that turned into a civil war. On November 4th, Prime Minister Abiy Ahmed Ali declared publicly the launch of a military offensive following initial attacks on a federal military base in Tigray conducted by the Tigray People Liberation Front (TPLF). The lack of communication with the region resulted in scattered information on the conflict developments, raising therefore many questions about the nearly four-week-long military activities. Despite the declaration of victory by PM Abiy Ahmed Ali in late November, it remains questionable if the current advantage is final. Rooted deeply in the political and social landscape of Ethiopia, the ongoing conflict between the central government and TPLF shall be analysed from different angles, with a focus on political, economic, ethnic, and ideological dimensions.

A. Mazurkiewicz - Paradoxes and contradictions of contemporary military engagement – the concept of ambidexterity

06.12.2020
The end of the Cold War significantly influenced the modern security environment, changing the conditions and the way of thinking about military involvement. Since the end of the 1990s, we have been observing a constantly expanding catalogue of tasks of the armed forces, including not only preparation for and conducting activities in traditional interstate conflicts, but also peacekeeping and stabilisation operations of various dynamics and intensity, participation in hybrid conflicts and suppression of rebel activity, dealing with the aftermath of natural disasters, providing humanitarian aid or activities related to counteracting the spread of a pandemic. In analysing this phenomenon, the concept of ambidexterity, understood as the ability to simultaneously perform contradictory tasks and reconcile contradictory requirements, becomes particularly useful.

The study outlines possibilities of the use of drones by operational sub-units and the territorial defence sub-units in the present battlefield. It embraces several recommendations concerning the organization and equipment of specialised drone sub-units and the procedures of the preparation of soldiers/operators. Taking into account differences in the essence of activities of operational forces and the territorial defence forces enabled an identification of possibilities and limitations of the use of drones in combat activities on the level of sub-units.
